Sophia Gaston, director of the British Foreign Policy Group think tank, summed up the apparent malaise. She said the U.K. had aimed for low-hanging fruit in deals with allies, but even those have faced “significant obstacles.” She added that British insistence on high food and environmental standards has narrowed its negotiating positions without inspiring change in other nations.

“Free trade agreements have been made essential to the U.K.’s post-Brexit success, and will remain a focus of this government,” Gaston said. “But there may need to be a recalibration of the centrality of specific national agreements to the ‘Global Britain’ agenda.”
